The National Program of Dog Population Management brand strategy to be followed by the Commission on Responsible ownership and Animal Welfare (COTRYBA) and focuses on a national policy to reduce the population of dogs in Uruguay to levels that do not pose a risk to the country from the point of view of health nor economic, as well as to design instruments are essential to promote their well-being and responsible ownership. This decrease of the dog population will be addressed from the education, the control of the marketing and reproduction, the management of complaints, castration massive and mandatory registration. This plan was developed along with the Advisory Council which is the Advisory Body created by the law of the COTRYBA.
The Advisory Council is a space for exchanging and building on the guidelines of working which aims to achieve social consensus and technical with the organizations that make it up. By the Society of Veterinary Medicine of Uruguay, participates in the Dr. Vet. Antonio Carrau, by the NGO protection of Animals, Ms. Karina Kokar, by the organizations of rural producers: Rural Association, Federation of Rural, Agricultural Cooperative Federation, National Commission of Rural Development and Secretariat Uruguayan Wool, participates in the Dr. Fernanda Maldonado, UDELAR Dr. Stella Huertas and by ANEP-CODICEN, the Dr. Vet. Amparo Puig.
The Advisory Council meets every 15 days from your installation. In September of 2016 was made a public call for uniformity and integration in October of 2016 met for the first time. One of its main activities was the design of the National Programme of Management of the Dog Population. The next Advisory Board meeting will be this Thursday the 17th at the headquarters of the Commission on Responsible ownership and Animal Welfare.
The goal of this program is focused in that 100% of the dogs have a fork responsible and their registration in the National Registry of pet Animals (RENAC, Law 18.471, Art. 18). The computerization will allow a control efficient and promote a culture of responsible ownership at the country level.
In addition, we will work on the implementation of measures that tend to discourage the reproduction of dogs at the household level. Establish strict controls on the marketing of dogs, restricting the same to companies registered and authorized to this end. It seeks to promote education and awareness on the topic, as well as the monitoring and control of the program and rules defined.
COMPONENTS OF THE PROGRAM
In terms of breeding and marketing provides for a plan of castration massive in coordination with the municipalities and zoonoses. You will work on the prohibition of playing dogs, except for players registered in the REPSE (Registration of Providers of Services, Law 18.471, Art. 19). In addition, it will implement the ban to sell dogs, except for companies that are enabled and recorded in the REPSE (according to the Law 18.471, Art. 19, its regulation and control by the competent authorities). In addition, it will promote the adoptions of animals without fork responsible (currently in shelters or abandoned).
Another pillar of work is education, awareness and communication by incorporating the theme at the level of formal education. The Commission on Responsible ownership and Animal Welfare, is already articulating actions in education with the National Administration of Public Education in a joint plan to train all teachers and community to perform workshops at local schools and their environments, addressing issues in the school relating to dogs. On the other hand the commission is preparing a communication campaign for the population in the dissemination of their lines of work.
In the plan is provided for the inspection and control of the program as well as the rules at the territorial level in charge of COTRYBA in coordination with the Ministry of Interior and municipalities.
In addition to the development of the strategic plan and the progress with regard to the training of veterinarians and the information system of the National Register of companion Animals, the COTRYBA receives and manages complaints.
