Dozens of dogs poisoned, marches to demand greater protection for animals, the incalculable figure of the canes street and some voices raised in favor of a return to the kennel. It is disputing the role of the best friend of man in society and its link with the State.
The controversy revived this month with the sayings of the minister of Livestock, Tabare Aguerre, who referred to the problem that involves the large number of dogs without owners. «We will have to resolve what to do if that is a quantity completely unmanageable, and that is: what happens if to 850,000 dogs do not have an owner? Are we going to keep to 850,000 dogs-fed by the State?», questioned.
Aguerre was referred to the street dogs after that the consultant Teams would reveal that in Uruguay there is an overpopulation canine. The study noted that there is 1.750.000 domestic dogs (with owner). The amount of stray dogs is a mystery.
The minister clarified that it was not intended to restore the kennel, «which is understood as a killing machine dogs», but was unable to avoid the mere mention of these institutions eliminated in 2009 by the Animal Welfare Act, angry to the community animal.
Yesterday evening held a demonstration in Freedom Square under the slogan «animal Protection, national debt». In Peach there was also a protest against the «poisoning» of 40 dogs, which for the organizers of the march could be a «kennel covert». Neighbors of Dolores made a complaint similar: they assert that this week 28 dogs were poisoned.
85% of the population it seems that the theme of the dogs that are on the loose is «severe» or «very serious» —the 20% for the well-being of the dog and 65% for the damage they can cause to humans, according to the survey Equipment. The presence of stray dogs represents multiple dangers: that attack people, fight with other dogs or cats, which eat animal production such as sheep or hens —complaint constant of rural producers— which cause road accidents or transmit diseases. All this, in addition to dirtying public spaces.
While some want a country more «dog friendly», others beg for an increase in the control. Although rural producers and the animalists do not see the problem of the overpopulation of dogs in the same way, yes agree on the steps to follow to fix it.
The neuter mass is the measure that most significantly control the population of barking. Having a large amount of dogs that are on the loose, the reproduction is not planned to grow exponentially as the number of canes, filling up shelters and causing problems in the streets. But, the neuter mass is a solution to the medium-term: «If you go out to neuter systematically in five years you have a waiting list to adopt dogs,» said Juan Echavarría, of Homeless Animals.
The second pillar that claim, especially the animal, is education: to promote policies for adoption as to teach about responsible ownership, as many of the dogs featured in the news about attacks are owners. Calls for education for holders to bring their dogs to not attack and have them monitored or tied.
Both owners of livestock as animal also demand a control more efficient for aggressive dogs on the loose: because while there is a system of easy access to report damage caused by dogs (or mistreating them), most of the time there is applied a measure and when it is done is not immediate.
Currently the body responsible for all matters canine is the Commission on Responsible ownership and Animal Welfare (Cotryba), which depends on the Ministry of Livestock (MGAP). With all its deficiencies, the commission tends to require shelters in private to withdraw or staying the stray dogs, but do not always have access because they are overwhelmed.
The president of the Cotryba, Enzo Benech, says that «in special cases, as in Peach, where there were complaints of aggressive dogs, withdrew two animals, reeducaron and were given to other holders. With many dogs it is complicated to do, but few do.»
However, the representative of the rural producers in the Cotryba, Fernanda Maldonado, said that the agency «does not have dog runs or personal ideal for the raising of animals».
«People can’t do much more than mourn him who makes the complaint in the Cotryba to seek a solution, but sometimes you can’t» says the dog trainer Francis Winterhalter. To Echavarría, of Homeless Animals, «missing the main component that is the economic one: if you don’t have people to come looking for the dog, what are you going to do?», poses.
The last year Cotryba received 1.469 allegations of tenure irresponsible, but only 67 sanctions were defined. At the time, this committee took one penalty for 5 UR ($ 4.958). The penalties that are fixed can be monetary, or the prohibition of having another dog, or a warning, or confiscation of the animal. Waiting until Cotryba takes action, does not respond to the urgency of those who are threatened by an aggressive dog or denounce a homeowner to the perpetrator.
The other claim concerning the protective of animals is that Cotryba stops belonging to the MGAP and return to the Ministry of Education and Culture (MEC) as its predecessor the National Commission Honorary Animal Welfare. «You can’t depend on a ministry whose objective is the death of the animal, as it is to Livestock», writes Gabriela Moreno, the protective SOS Canines and Equines.
What you are doing.
You can’t fine a dog, but sometimes it is difficult to fine the owner for not being able to link them. Therefore, the Registry created the National Canine (Renac), which will be a database that works with microchips installed in the ear of the dog. This will contain all the relevant information of the can: their age, owner, prior complaints and diseases.
Is training free of charge to more than 600 veterinarians who were registered in the MGAP to use the system. It is not known when it will begin to be mandatory, but according to the president of the Cotryba, Benech, the commission shall have power of control, and the power to «take away the dog» to those who do not have chipeado.
The idea is to be able to attach a dog to your fork, allowing the corresponding sanctions. There are already eight companies that provide the devices.
In Uruguay there are already animals with a chip. Echavarría argues that all the dogs of Homeless Animals and each one has a cost of US$ 3.
The Commission of Zoonoses has been carried out to 300,000 castrations free of charge in the past 10 years and the municipalities have done in similar figures. In addition, this committee administers medications to populations of dogs where they consider that there is a risk of contagion of diseases that affect humans. The municipalities are also part of the executive council of Cotryba. There are coordinating national approaches, but each department implements policies to suit you.
All in all, the measures that are taken, either by the State or by private organizations, animal protection, do not reach. By love or by fear, they all seem to want the same thing: fewer dogs on the street. (Production: Víctor Rodríguez and Daniel Rojas)
Claim to castration bulk of the animals.
The Society of Veterinary Medicine, the National Association of Protective, the Commission of Zoonoses and rural producers claim a neuter mass of dogs. «To date, the Commission of Zoonoses has been carried out to 300,000 castrations free of charge and the municipalities have done so,» says Ciro Ferreira, president. «It have not made the castration today would have two to three million dogs more»,
ensures. A survey carried out by Computers, Consultants, revealed that only 34% of dogs in Uruguay is neutered. In females, the number climbs to 50% and in males is only 17%.
From the Commission of Zoonosis ensure that castration is not harmful to the animal and even brings benefits such as decreased risk of some types of cancer. Castration could also prevent the male will urinate to mark their territory and eliminate the problem of heat —which makes
usually male dogs will escape from their homes to pursue females— because it blocks the bleeding that you have every six months, bitches.
