The responsible of the Municipal Center of Zoonosis of Sucre, Carlos Téllez, said yesterday that the weekend was recorded the poisoning mass of dogs and birds, of which up to yesterday were killed 10 dogs and 12 pigeons and birds, in two points of the city. It is a case that was classified as a biocidio and which was referred to the office of the Prosecutor for the Department of Chuquisaca.
“Zoonoses of Sucre and the Prosecutor’s office Department began a thorough investigation to discover the author or authors of the mass death of animals by poisoning. Yesterday poisoned seven dogs and five doves, and today (Sunday), three dogs and seven birds, including pigeons and birds; it is a case of biocidio,” he said.
Téllez said that this is a fact that occurred Saturday in the area of Faith and Joy, at the end of avenida Jaime Mendoza; and yesterday, in the vicinity of the parque Bolívar, of this city.
“Is the complaint and may be identified responsible persons. We will check the security cameras and we will proceed to the lab tests to know what injirieron these animals”, he said.
Téllez said that that figure could increase, taking into account that several dogs are seizures, probably because of the poison.
“Here, in the park Bolivar also poisoned the dogs. Imagine, is near the Children’s playground, several puppies are found having seizures; they are poisoning dogs all over”, warned the director of the Protective Association of Animals, Villma Chavarria.
According to the last vaccination campaign conducted on the 11th of June of this year, in this capital, are registered to 70,000 dogs and 14,000 cats in the city.
In front of that figure, the head of Environment the Mayor’s office, Alexis Montellano, said the poisoning is not the way to proceed with the canes and recalled that it is Zoonosis, which fulfils the function of capture by protocol, holding for up to 72 hours to be claimed by their owners or given in adoption, and, if not, proceeds with the elimination of a dignified and without pain.
THE CRIME OF BIOCIDIO HAS A PENALTY OF 2 TO 5 YEARS
The biocidio or killing with venom to an animal in Bolivia, from the year 2015, when the Bill is signed 700 for the Defence of Animals, is punishable with two to five years in prison, depending on the manner in which they carried out the crime.
According to the regulations, the sanction in the case of proven guilt in the crime of cruel treatment against animals is three to six years of imprisonment, while the crime of biocidio is punishable with two to five years in prison.
Among the 92 articles that were prepared highlighted that Municipal Self-Government bodies must be made responsible, through the Municipal Centres for Zoonosis, the control of the dog population, carrying out campaigns of mass sterilization, the capture of animals abandoned by owners who are irresponsible, if they are not recovered in the time that indicates the standard, will be subject to euthanasia using protocols respective.
